Career Technical Education - Community Collaborative

Career and Technical Education Community Collaborative Featuring the Development of A Middle College
June 2008 - December 2010

A policy paper “Aligning California's Public Education System with the 21st Century Economy,” cites the growing gap between the needs of the California economy and the availability of skilled workers. There are significant implications for San Mateo County. The County is home to 32 of the Fortune 500. The county's biotech and healthcare industries drive multiple career pathway opportunities and the renewable energy industry requires a systematic response by education providers to ensure a highly skilled workforce for both established and emerging companies. This Career and Technical Education Collaborative is designed to address these needs.

This Collaborative will serve the population and geographical area served by the San Mateo County Community College District, which is located between San Francisco and Silicon Valley. Cañada College, College of San Mateo, and Skyline College, the three Colleges of the District, serve more than 40,000 students each year and offer the first two years of instruction in a wide variety of transfer programs as well as more than 90 vocational-technical programs.

To meet industry demand, there is a critical need for this collaborative to promote career and technical education broadly and target high demand sectors including: 1) Energy and Utilities, 2) Education, Child Development, and Family Services, and 3) Health Science and Medical Technology. Students want education to be relevant to their aspirations. By connecting the hopes of students with the significant education and career opportunities afforded by growing industry demands, this project will address the gaps industry faces for developing a highly skilled workforce. Using the California Department of Education CTE Standards and Frameworks and industry requirements as the foundation for the development of curriculum that is either created, sequenced or articulated, this project proposes to:

1) Provide Career Development for 7th & 8th Graders that will create, improve and expand middle school career exploration and awareness activities, programs, and curriculum including: CTE emphasis for summer camps “College for Kids” and a conference for teens, “Expanding Your Horizons.”

2) Enhance CTE in the following Sectors: 1) Energy and Utilities; 2) Education, Child Development, and Family Services, and 3) Health Science and Medical Technology in order to respond effectively to local and regional labor market demands by developing a Middle College for high school students with embedded CTE.

3) Provide business and industry-based work experience to community college, high school and ROCP teachers/faculty to improve their work with students by incorporating new skill sets, methods, information, and lessons learned to meet industry standards.

4) Establish, expand or improve professional development opportunities for administrators, teachers, and/or faculty that will enable state of the art knowledge and skills for targeted industry sectors.
